Mark Bolz

President & CEO
Prior to founding Confluent Data Systems, Inc., Mark provided applications and solutions to the public power industry. He consulted on and developed large e-commerce solutions for Perot Systems Corporation and administered very large databases for J.D. Edwards now Oracle. Mark served in the U.S. Marine Corps (USMC) as an armor crewman and officer. He is a veteran of the First Persian Gulf War. Mark is a graduate of the Perot Systems Engineering Development Program in Enterprise Systems Management and holds a BA from Washington State University as double major in Political Science and German, Cum Laude and a Master of Science in Database Technologies, Magna Cum Laude from Regis University. Mark is a Microsoft Certified Systems Engineer, Microsoft Certified Database Administrator and a Oracle Certified Professional Database Administrator.

Bill Tarantino Ph.D.

EVP & Chief Analysis Officer
Dr. Bill Tarantino is the CDS Chief Analysis Officer; he is responsible for analysis, business development, and consulting services for CDS. Bill’s main interest is business application using grounded research that applies the tools of operations research and information systems to solving real-world problems. Bill has a Ph.D. in Economics with a specialty in Operations Research from the Colorado School of Mines, Golden Colorado, a Master degrees in Management and Operations Research; he retired as a Colonel from the U.S. Army in 2006 after 25 years of service. He has numerous publications and experience with Operations and Supply Chain Management, Information systems, and spreadsheet modeling to solve business problems using such techniques as Decision Analysis, Optimization, and Simulation.

Chris Carter

VP & Chief Technology Officer
Chris Carter has over eight years experience developing web-based software, doing everything from graphic design and accessibility planning to search engine optimization and sophisticated data integration. He has worked extensively with Microsoft SQL Server, Oracle, MySQL and several other Relational Database Management Systems (RDBMS), along with the Microsoft .NET framework, C++ , Java and PHP. Chris has designed systems ranging from small, efficient e-commerce sites to large-scale inventory management and purchasing systems.

Allen East

VP & Chief Operating Officer
Mr. Allen East is the CDS Chief Operating Officer; he is responsible for the day-to-day activities of the company, ranging from sales and marketing to client delivery. Allen’s main interest is solving real-world problems using the quantitative methods of operations research as well as utilizing enterprise architecture to align information technology applications with business goals. Allen has a Masters Degree in Operations Research from the Naval Postgraduate School in Monterey, California and he retired as a Colonel from the U.S. Army in 2006 after 25 years of service. Prior to joining CDS, Allen was an associate at Booz Allen Hamilton in McLean, Virginia.
